Consultancy: Analysis of the MHPSS Ressource Mobilization Potential

On behalf of the Red Cross Red Crescent Movement (the Movement), the Danish Red Cross is looking for a consultant or a team of consultants to analyse the potential for increased and strengthened resource mobilisation for mental health and psychosocial support (MHPSS) for the Movement and provide recommendations for relevant strategies to realise the potential.

In December 2019, the International Red Cross Red Crescent Movement adopted a set of commitments addressing mental health and psychosocial needs. Following this, a MHPSS roadmap for implementation (2020-2024) was developed to help strengthen the Movement’s collective response to MHPSS in line with these commitments. The roadmap supports a strategic and coordinated approach to implementation and identifies six priority action areas, including ***Priority Action Area 5:*Strengthen resource mobilization for MHPSS in humanitarian response, which is the point of departure for these terms of reference.

Purpose and objectives

The consultancy has two main objectives:

  1. Analyse the potential for increased and strengthened resource mobilisation for MHPSS for the Movement globally.
  2. Provide recommendations for relevant strategies to realise the potential for increased and strengthened resource mobilisation for MHPSS for the Movement.

The consultancy will investigate how key major institutional and non-institutional donors view and prioritise MHPSS as a humanitarian activity and include an analysis of how donors view the Movement as an MHPSS provider in humanitarian contexts. The consultancy will analyse how MHPSS is placed within resource mobilization mechanisms of the Movement, – globally, as part of the mainstream processes the Movement is engaged in, and locally, as part of local National Society resource mobilization. Furthermore, the consultancy will analyse the utilisation of evidence on MHPSS in resource mobilisation efforts within the Movement, and identify potential evidence gaps vis-à-vis donor priorities and perceptions.

It is the aim that the final report of the consultancy will serve as a guidance note for the Movement components working to strengthen and increase resource mobilization for MHPSS.

Scope

The consultancy is expected to be undertaken over a period of 25-30 days between May and July 2024. The primary audience of the report is staff of the RCRC Movement, in particular resource mobilization and partnership experts as well as MHPSS Management / Leadership at global and regional levels.

It is expected that the Consultant(s) will use relevant methods to carry out the tasks described below without the need for travelling. Due to the expected key informants being located across the world, the consultancy consultations and interviews will be conducted mainly remotely.

Consultancy profile (individual or team)

On behalf of the resource mobilization working group of the MHPSS Roadmap, the Danish Red Cross is looking for a consultant or a team of consultants to analyse the resource mobilization potential for MHPSS for the Movement. It is envisioned that the skills needed from the consultant(s) to complete the task include both technical and institutional resource mobilization competencies and experience, extensive knowledge of the Movement, strategic/analytical thinking, facilitation, and process management skills. Please see below for the specific requirements:

  • Advanced degree in international affairs, management, business administration, or other relevant education.
  • A minimum of 10 years of experience with international and institutional resource mobilization and humanitarian programming including MHPSS and/or policy.
  • Extensive knowledge of and/or experience working within the Red Cross Red Crescent Movement is required.
  • Experience with developing analytical and strategic documents for large, multinational organisations.
  • Experience with process facilitation (including using of distant methods) and stakeholder engagement/consultation.
  • Personal competencies: result-oriented, ability to work across cultures, strong analytical skills, strategic mindset.
  • Fluency in English verbally and in writing

  • Brief understanding of the task.
  • Summary of the approaches and methods proposed.
  • Key relevant experience with similar tasks.
  • Overview of a proposed budget (all inclusive).
  • Work plan and timeline.
